Bench has been known for most of their years in the business, advertising their products in EDSA with gargantuan billboards. Some companies like Penshoppe, Folded and Hung, and others also practice the same. But to this date, I think Bench is at the top of the list where they sell their products using billboards almost the same height as a building. Is it really distracting?
YES! By definition Distraction is an act of drawing or direct (as one's attention) to a different object or in different directions. [See by definition Distraction and Distracting] In this case, let's say one is riding a bus or driving their own car along EDSA and you came across EDSA-Guadalupe bridge. The driver or the rider is too focused on the road, then suddenly a humongous billboard is seen at the corner of their vision. Normally, humans will get curious of what it is, so glancing will be just perfectly fine. but driving along EDSA is perfectly dangerous.
EDSA accounts to most number of vehicular accidents in Metro Manila. If a driver is too focused and pays too much attention on a billboard with models almost to their birthday suits, most certainly an impending accident will happen.
These city mayors of Metro Manila had been always complaining since billboard history in EDSA of the "distracting" issues it has. But is there any solution that has been done? Temporarily, YES by removing the distraction they call. But will this be the same reason every time an overly sized billboard with men and women on their after shower suits? I think it is now time for the legislators to control or limit billboards in EDSA and permanent solutions must be done.
I believe people had enough of TV advertisements of company brands for their target individuals. It is a step further to see billboard ads with people glancing at it.
The conservatives will view this as disgraceful (the issue of seeing models in underwears) as they want to see them covered with full clothing. The modern will just view this as normal and the issue needs to move forward. But the concern here is safety.
It is understandable that companies will market their brands in a manner that people will buy theirs and not their competitors. But certain things need to be accounted for. EDSA is no same as New York Times Square. Their rules and laws are stricter compared to us which has very lax-ed or screwed definition of freedom/democracy.
So billboards... they need to be controlled. There are vast mediums for companies to advertise their products. Posing to an ad with skimpy underwear is perfectly normal - IMHO. To call for a billboard to be disgraceful, lustful, or immoral is a different issue - i rest my case on that.

There should be an ordinance that regulates the size, distance, and the content of these billboards. I am a Pinay working in an billboard company here in the US, and we comply with the state's/ county's/ townships ordinance before we can even put up a billboard. Just saying.
